Throughout this document, the committee distinguishes between different kinds of statements:
- Working position: A direction reached through deliberation without closing the question; reflects the committee's collective judgment at this stage rather than a final conclusion.
- Attorney review note: A legal observation or concern raised by the town attorney that remains unresolved by the committee.
- Implementation note: A practical consideration about how a reform would function in practice that was identified but not fully analyzed.
Where questions are identified as unresolved, that is a deliberate categorization, not an oversight. The committee's mandate was to explore and document, not to decide. The decisions belong to the community.
