The document contains four parts, one for each governance option or reform pathway, followed by a shared section at the end. Each part follows the same six-section structure:
Section 1: What This Governance Option Is (What This Reform Pathway Is for GA 2.0). A plain description of the option or pathway, what it replaces or modifies, and the context in which the committee examined it.
Section 2: How This Governance Option Works in Ophir. How the option would apply to Ophir's actual governance responsibilities: water, roads, land use, budget, legal matters, external relations.
Section 3: Committee Findings and Research. The committee's findings from research, survey data, comparable town analysis, and deliberation. This is the evidentiary core of each model's notes.
Section 4: Design Questions for the Community. The questions the committee identified but deliberately did not answer, because they require community input before they can be responsibly resolved. This section is not a record of committee oversights. It is an inventory of the decisions that belong to Ophir's residents.
Section 5: Charter and Legal Implications. The specific charter articles that would need to be amended or replaced, the legal questions requiring attorney review, and the Colorado statutory context that applies to each model.
Section 6: Additional Observations and Open Threads. Substantive items the committee surfaced that did not fit cleanly into the sections above: longer-range governance questions, institutional observations, process context, and related threads preserved for future community consideration.
