Not all governance changes require a charter amendment.
Procedural reforms, such as meeting rules, agenda structure, participation formats, and comment procedures, can generally be adopted by GA ordinance or resolution under existing authority. These changes do not require a community ballot and can be revised more easily if needed.
GA 2.0 explicitly distinguishes between:
- Structural reforms, which require charter amendment
- Procedural reforms, which can be implemented by ordinance or resolution
This distinction applies regardless of which governance option is selected. Even under the current GA structure, procedural improvements may be adopted without a ballot.
