The "same people" question. A committee member observed that the individuals most likely to run for council seats are largely the same people who already attend GA meetings regularly. If that holds, the Town Council model changes how decisions are made, shifting from direct community voting to elected representatives, without substantially changing who makes them. The committee did not assess whether this observation is accurate or what it would mean for how the model is evaluated. It is recorded here as an open question for community deliberation. (First raised in Section 3.)
Compensation for council service. The committee noted that any council model requires a decision about whether and how council members are compensated for their time. Approaches discussed included direct payment, per-meeting stipends, and tax-based mechanisms such as Real Estate Transfer Tax (RETT) credits or property tax offsets. None of these was developed beyond initial discussion. The core tension the committee identified is that meaningful compensation may broaden who can realistically serve, while no compensation or token compensation tends to favor people with flexible schedules and financial cushion. Whether a RETT credit or similar tax-based mechanism is permissible under Colorado municipal finance law is flagged in Section 5 for attorney review. The committee did not reach a position on the right approach.
Community override and the petition-triggered meeting. The committee discussed whether a Town Council charter should include a mechanism allowing residents to call a community assembly under defined conditions, similar to a provision used in Telluride. The appeal of such a provision is that it preserves a community-level check on council decisions without requiring the full GA structure. The details of how Telluride's provision works, including the signature threshold, the authority of the resulting meeting, and its legal standing under Colorado home rule law, were not fully examined. That research would need to happen before the provision could be designed. The question of what authority such a meeting could legally hold, advisory or binding, is flagged in Section 5 for attorney review.
